Validity Of License Extended Upto Ten Years Under The Jharkhand Factories Rules, 1950
The Government of Jharkhand vide notification no SO-60 has amended sub rule (2) of rule 5 of the Jharkhand Factories Rules, 1950 where license granted or renewed under this chapter shall remain valid or be in force for a minimum period of one year to maximum period of fifteen years as applicable. The licence so granted or renewed shall remain valid up to 31st December of the applied period. Provided that the fee prescribed under Schedule ‘A’ ‘B’ and ‘C’ is deposited for the period of application. In case of temporary factory or the nature of their activity demands, the Chief Inspector may issue factory licence for less than ten year validity on an application made in this behalf by an occupier

The Kerala Minimum Wages Notification (April 2019)
Government of Kerala, Labour and Skills (E) Department has revised the variable dearness allowance for employment in Shops and Commercial Establishment and employment in Computer Software Sector. As per the Notification No.P3.Pdl.1/2019/DES, the Consumer Price Index (Cost of Living Index) Numbers applicable to employees in employment under the Minimum Wages Act (Central Act XI of 1948) for the month of April 2019 are as ascertained by the Director General of Economics & Statistics under clause (C) of Section 2 of the Act

Central
ESI Contribution Rate Reduced From 6.5 Percentage To 4 Percentage
The Government of India after consultation with the Employees’ State Insurance Corporation, vide notification no G.S.R. 423 (E), has amended Rule 51 of Employees’ State Insurance (Central) Rules, 1950, wherein the existing rates of employer and employee contribution of 6.5 percentage has been reduced to 4 percentage. The rate of contribution under the new amendment for employer's will be reduced from 4.75% to 3.25% and employees' contribution will be reduced from 1.75 percentage to 0.75 percentage. The amendment will be effective from 1st july 2019
Karnataka
Elimination Of Renewal Of Registration Under Karnataka Shops And Commercial Establishments Act 1961
Government of Karnataka vide order no LD 241 LET 2018 has eliminated the existing system of renewal of registration under Karnataka Shops and Commercial Establishment Act, 1961 and registration of establishment shall deemed to be auto renewed after the submission of self certification and payment of renewal fees online through departmental portal
Telangana
Government of Telangana vide notification no G.O.Ms.No.17 towards implementation of Ease Of Doing Business Scheme under the Telangana Shops & Establishment Act,1988 has exempted all shops and establishments from sub-section(2) of Section 3 of the Act and issuance of final registration certificate within one day from the date of uploading application mentioned. As per the scheme Government has also exempted renewal of registration mentioned under Section 4 of the Act, subject to payment of annual fee by the employer for extending the validity of registration by 1st December of every year

Provision Of E-Nomination At Member Interface On Unified Portal
EPFO vide circular No NDC/2017/UAN/pt./3143 has requested all ACC (Zones) /RPFC (In charge of the Regions) to encourage the members through their employers to urgently file their e-nomination on the Unified Portal and facilitate them if required. In this regard, facility has been provided for filing of online e-nomination which is available at the Member Interface of the Unified Portal. The readily available nomination in the system also facilitates the member to file online pension claim and during demise of the member, his/her nominee will be able to file online claim based on OTP on his/her AADHAR linked mobile. In order to make this functionality compatible with online Form 10D claim to be filed by members and online composite claim Form 10D/20/51F to be filed by nominee, some modifications in functionality have been incorporated in consultation with Finance and Pension Division. The salient features of the new e-nomination functionality are mentioned below:- 1) UAN should be activated 2) Verified Aadhaar should be linked with UAN 3) Mobile number of member should be linked with AADHAR 4) Photo of member should be available in the profile of members (Member has to upload his photo in his profile section) 5) AADHAR of all the family members in e-nomination is mandatory 6) AADHAR based e-sign by the member in e-nomination is required 7) Digitally signed nomination PDF will be available in the login of the member and field office.
Maharashtra
Amendments To Maharashtra State Tax On Professions, Trades, Callings And Employments Rules, 1975
Government of Maharashtra vide notification no PFT-2019/C.R.8/Taxation-3 has amended rule 11(3) and rule 28(1) of of the Maharashtra State Tax on Professions, Trades, Callings and Employments Rules, 1975. The major changes have been towards the returns and payment of tax by employers in certain cases, the tax liability limit for certain people towards the submission of returns has been increased from the existing Rs.50000 to Rs.100,000.
