The Kerala Minimum Wages Notification (Nov 2018)
Government of Kerala, Labour and Skills (E) Department has revised the variable dearness allowance for employment in Shops and Commercial Establishment and employment in Computer Software Sector. As per the Notification No. P3.Pdl.1/2019/DES, the Consumer Price Index (Cost of Living Index) Numbers applicable to employees in employment under the Minimum Wages Act (Central Act XI of 1948) for the month of November 2018 are as ascertained by the Director General of Economics & Statistics under clause (C) of Section 2 of the Act

Online Submission Of Single Annual Return Under All Labour Laws In Haryana
Government of Haryana in continuation to the series of measures towards Ease of doing business had introduced the Online single integrated annual returns under all labour laws in haryana. In continuation of the earlier orders issued vide Endst. No. 3254-55 dated 16th June 2016, the government has clarified to mandate the single integrated annual return for labour laws shall be submitted online on the department website www.hrylabour.gov.in. Following are the laws covered under the scheme 1. Punjab Shops and establishment Act, 1958, 2. The Factories Act, 1948, 3. The Contract Labour (regulation and conditions of service) Act,1970, 4. Building and construction workers (regulation of employment and conditions of service) Act,1996, 5. Building and construction workers welfare cess Act 1996, 6. Inter-state migrant workmen (RE&CS) Act,1979, 7. The payment of wages Act,1936, 8.The Industrial Disputes Act,1947, 9. The Minimum Wages Act, 1948, 10. The employee State Insurance Act, 1948, 11. Unified Annual Returns Under Payment Of Bonus Act, 1965
As per Gazette notification no.GSR 58 (E), Central Government has notified that every employer shall, on or before the 1st day of February in each year, upload unified annual return in Form D on the web portal of the Central Government in the Ministry of Labour and Employment giving information as to the particulars specified in respect of the preceding year. Maternity Benefit (Mines and Circus) Amendment Rules
Ministry of Labour and Employment vide notification no G.S.R. 57 (E), has made amendments to Rule 16 of Maternity Benefit (Mines and Circus) Rules, 1963 where Employers of every Mines and Circus shall online upload a unified annual return in Form X on the web portal of Central Government in the Ministry of Labour & Employment by providing information to the particulars as provided in respect of preceding year. During inspection the Employers are requested to produce to Inspector their accounts, books, register and other documents maintained in electronic form or otherwise and in any case if Employer of a Mine and Circus on whom this act applies sells, abandons or discontinues the working of the mine or circus then Employer within period of one month of the date of such sale or abandonment or four months of the date of such discontinuance shall upload a further unified return in Form X as mentioned in Sub-Rule 1 in respect of the period between the end of the preceding year and the date of the sale, abandonment or discontinuance

Amendment Of Industrial Disputes (Central) Amendment Rules, 2019
Ministry of Labour and Employment vide notification no G.S.R. 59 E, has made amendments to rule 56A of The Industrial Disputes (Central) Rules, 1957 where Employer shall on or before 1st day of February in each year shall upload online unified annual return in Form GI in the Web Portal of Central Government in the Ministry of Labour and Employment giving information as to the particulars specified in respect of the preceding year. During inspection the Employers are required to produce to Inspector the documents like accounts, books, registers and other documents maintained in electronic form or otherwise

Amendment Of The Minimum Wages (Central) Rules,1950
Ministry of Labour and Employment vide notification no G.S.R.56 E, has made amendment to rule 21, for sub-rule (4A) where Employers on or before 1st day of February in each year shall upload online unified annual return in Form III on the web portal of the Central Government in the Ministry of Labour and Employment giving all information as to the particulars specified in respect of the preceding year. During inspection the Employers are required to produce to Inspector the documents like accounts, books, registers and other documents maintained in electronic form or otherwise

EPFO Instructions Towards Blocked PMRPY Beneficiaries
As per notification No.CAIU/011(71)2016/PMRPY/Refund/16626, EPFO has given certain instructions to its regional offices towards the employers whose Pradhan Mantri Rojgar Protsahan Yojana (PMRPY) beneficiaries has been blocked. As per the instructions mentioned, employers are directed to verify and certify the genuineness of the beneficiaries for availing further benefits under PMRPY Scheme and submit the information to the respective EPFO offices. A notice is being issued to all such establishments with details towards the same for further action

Notification Of Combined Register And Annual Returns Under Various Labour Laws In Madhya Pradesh
As per Notification No:- 1/19/3/2016/1673-86 the Government of Madhya Pradesh as per Section 17 of Madhya Pradesh Labour Laws (Amendment) and Miscellaneous Provision Act,2015, has notified the Combined Register and Annual return to be maintained under for the various laws as mentioned below; (1) The Contract Labour (Regulation And Abolition) Act, 1970,(2) The Equal Remuneration Act, 1976,(3) The Factories Act, 1948, (4) The Industrial Disputes Act, 1947 (5) The Inter-State Migrant Workmen (Regulation Of Employment And Conditions Of Service) Act, 1979, (6) The Labour Laws (Exemption From Furnishing Returns And Maintaining Registers By Certain Establishments) Act, 1988, (7) The Maternity Benefit Act, 1961, (8) The Minimum Wages Act, 1948 , (9) Motor Transport Workers Act,1961, (10) Payment Of Gratuity Act,1972 , (11) The Payment Of Wages Act, 1936, (12) The Payment Of Bonus Act, 1965, (13) The Sales Promotion Employees (Conditions Of Service) Act, 1976, (14) The Madhya Pradesh Shram Kalyan Nidhi Adhiniyam, 1982, (15) The Madhya Pradesh Shops And Establishments Act, 1958. The Government with reference towards the notification has also allowed the register and returns as mentioned above to be maintained in computerized and digital formats
