HOME DEPARTMENT NOTIFICATION Shimla-2, the 23th July, 2019 No. Home-F (A) 3-1/2019-I.—In exercise of the powers conferred by sub-section (1) of section of 9 of the Himachal Pradesh Fire Fighting Service Act, 1984 (Act No. 30 of 1984) the Governor, Himachal Pradesh, hereby requires the owners or occupiers of the following premises mentioned at column No. 2 which are likely to cause risk of fire, to take precautions for fire prevention and fire safety measures namely:— Sl. No. Class of Premises Precautions for fire prevention and fire safety measure to be taken by the owners and occupiers of the buildings, namely:— 1. 2. 3. Buildings having height of 15 metres and above. Pandal having seating capacity more than 500 persons or covered area more than 500 square metres. Residential building (other than hotels and guest houses) having height more than 15 metres or having ground plus four upper storey’s including mezzanine floor. (1) Access to building (2) Number, width, type and arrangement of exits. (3) Protection of exits by means of fire check door (s) and or pressurization. (4) Compartmentation (5) Smoke Management System 4. Hotels and guest Houses having height (6) Fire Extinguishers (7) First-Aid Hose Reels (8) Automatic fire detection and alarming system. (9) Manually Operated Electrical Fire Alarm System. (10) Public Address System (11) Automatic Sprinkler System (12) Internal Hydrants and Yard Hydrants (13) Pumping Arrangements (14) Captive Water Storage for fire fighting. (15) Exit Signage (16) Provision of lifts (17) Standby power supply (18) Refuge Area (19) Fire Control Room (20) Special Fire Protection Systems for protection of special risks. Explanation.—Where any building is owned or occupied by more than one person, the responsibility for providing the fire safety and fire prevention measures as per the directions of the inspecting Fire Officer for the whole building will be shared in proportion to the area occupied or owned by individual owner or occupier as the case may be. more than 12 metres or having ground plus three upper storeys including mezzanine floor. 5. Mercantile buildings having height more than 9 metres or having ground plus two upper storeys including mezzanine floor. 10. Industrial building having covered area on all floors more than 250 square metres. 11. Storage building having covered area on all floors more than 250 square metres. 12. All Hazardous buildings having covered area on all floor more than 100 square metres. 13. Underground structures 14. Commercial kitchens such as hostels of educational institutions etc. 15. Slum area which is defined by a local authority as a slum area, having covered area more than 1000 square metres or having more than 25 sheds. 16. Hostel and Coaching Centres, which is, used for students not less than 20 in numbers. 17. All the projects registered under RERA Act. By order, Sd/- Addl. Chief Secretary (Home).
