Strict Safety Precaution To Be Taken Before Resuming Operations Of Units In Maharashtra
The Maharashtra State Pollution Control Board, vide notification No. MPCB/AST/Circular/TB-200511, has issued some directions, in view of the Lockdown being partially lifted, which are strictly to be complied with by the Industrial Establishments which were not in operation during lockdown period and now wants to resume the operations. The conditions to the same are to ensure the proper safety and hazardous audit, Compliance to Manufacture, storage, and import of Hazardous Chemical Rules 1989 and the Chemical Accidents (Emergency Planning, Preparedness, and response) Rules 1996 without fail, effluent treatment plants including safety equipment and its machinery shall be in operational condition before resuming operations, Units shall take utmost care in handling hazardous chemical with the help of trained manpower only, Units shall ensure that environmental norms are not violated, Units shall identify the potential acute hazards and concerns that are inherent in the manufacturing process and shall ensure adequate mitigations measure against each hazard, Units shall ensure that Automation interlocks provided to the Process equipment/ pumps/auxiliary tanks and piping are working properly, Units shall ensure adequate measures are taken to mitigate the risks arising out of Human errors for critical operations. The Assam Pollution Control Board, vide Notification No. WB/G-1548/19-20/62, has issued some directions to the industrial units who are set to resume the operations. The conditions to the same are to ensure the proper safety and hazardous audit, Compliance to Manufacture, storage, and import of Hazardous Chemical Rules 1989 and the Chemical Accidents (Emergency Planning, Preparedness, and response) Rules 1996 without fail, effluent treatment plants including safety equipment and its machinery shall be in operational condition before resuming operations, Units shall take utmost care in handling hazardous chemical with the help of trained manpower only, Units must ensure upto date insurance policy under Public Liability Insurance Act, 1991. Safety Precaution To Be Taken Before Resuming Operations Of Units In Kerala
The Kerala State Pollution Control Board, vide press release, has informed that all the industries handling toxic chemicals/materials which were shut down due to lockdown, shall resume their operation only after taking necessary safety/pollution control measures. CPCB Instruction On Safety Precaution To Be Taken Before Resuming Operations Of Units
The Central Pollution Control Board, vide Notification No. B-29014/IPC-I/MSIHC/2020 has issued some directions to the industrial units who are set to resume the operations. It is urged that all the State Pollution Control Boards and Pollution Committees should ensure immediate compliance of the directions. The conditions to the same are to ensure the proper safety and hazardous audit, Compliance to Manufacture, storage, and import of Hazardous Chemical Rules 1989 and the Chemical Accidents (Emergency Planning, Preparedness, and response) Rules 1996 without fail, effluent treatment plants including safety equipment and its machineries shall be in operational condition before resuming operations, SPCbs/PCCs shall ensure Units take utmost care in handling hazardous chemical with the help of trained manpower only, SPCBs/PCCs shall monitor and ensure that environmental norms are not violated by any unit, shall direct all units to ensure safety to workers and residents in the vicinity. Employers DSC e-Sign Registration Of Authorised Signatories In The Lockdown Period
EPFO vide press note, keeping in view the COVID situation and to further ease the compliance procedure has decided to accept KYC attestation, transfer claim attestation etc through email also. An employer can send the scanned copy of the duly signed request letter to the concerned Regional Office through the mail. As per the earlier notification, the Ministry of Labour & Employment has informed about the EPFO making filing of ECR easier for businesses. The ECR can now onwards be filed by an employer without the need of simultaneous payment of contributions and contributions may be paid later by the employer after filing the ECR. The above change will entail convenience to the employers as well as the employees covered under the Act and schemes. EPFO Enables Filing Of ECR By An Employer Without Simultaneous Payment Of PF Contributions
The Ministry of Labour & Employment has informed about the EPFO making filing of ECR easier for businesses. The ECR can now onwards be filed by an employer without the need of simultaneous payment of contributions and contributions may be paid later by the employer after filing the ECR. The above change will entail convenience to the employers as well as the employees covered under the Act and schemes. Filing of ECR by the employer in time is indicative of employers intent to comply, will not, therefore, attract penal consequences, if the dues are paid within the extended time as announced by the government. Filing of ECR in time shall help in credit of employers and employee share of contributions, totalling 24% of wages by Central Government in EPF accounts of low wage earners in establishments eligible under Pradhan Mantri Garib Kalyan Yojana package.
