ESI Contribution Rate Reduced From 6.5 Percentage To 4 Percentage
The Government of India after consultation with the Employees’ State Insurance Corporation, vide notification no G.S.R. 423 (E), has amended Rule 51 of Employees’ State Insurance (Central) Rules, 1950, wherein the existing rates of employer and employee contribution of 6.5 percentage has been reduced to 4 percentage. The rate of contribution under the new amendment for employer's will be reduced from 4.75% to 3.25% and employees' contribution will be reduced from 1.75 percentage to 0.75 percentage. The amendment will be effective from 1st july 2019

Provision Of E-Nomination At Member Interface On Unified Portal
EPFO vide circular No NDC/2017/UAN/pt./3143 has requested all ACC (Zones) /RPFC (In charge of the Regions) to encourage the members through their employers to urgently file their e-nomination on the Unified Portal and facilitate them if required. In this regard, facility has been provided for filing of online e-nomination which is available at the Member Interface of the Unified Portal. The readily available nomination in the system also facilitates the member to file online pension claim and during demise of the member, his/her nominee will be able to file online claim based on OTP on his/her AADHAR linked mobile. In order to make this functionality compatible with online Form 10D claim to be filed by members and online composite claim Form 10D/20/51F to be filed by nominee, some modifications in functionality have been incorporated in consultation with Finance and Pension Division. The salient features of the new e-nomination functionality are mentioned below:- 1) UAN should be activated 2) Verified Aadhaar should be linked with UAN 3) Mobile number of member should be linked with AADHAR 4) Photo of member should be available in the profile of members (Member has to upload his photo in his profile section) 5) AADHAR of all the family members in e-nomination is mandatory 6) AADHAR based e-sign by the member in e-nomination is required 7) Digitally signed nomination PDF will be available in the login of the member and field office.

EPFO Circular On Verification Of The Authenticity Of The Records Submitted By The Employer
EPFO vide letter no.pension-I/12/33/EPS Amendment/96/Vol.II/34007 dated 23/03/2017 has previously directed to all field offices to take necessary action in accordance with the order of Hon'ble Supreme Court in SLP No.3302-33033 of 2015 as approved by the Government and as per provision of EPF & MP Act, 1952 and scheme framed there under. In this regard, EPFO vide circular no.Pension/12/33/EPS-Amendment/96/vol.II/1946 dated 4th June 2019 has further written to all in charge of field offices to verify the documents submitted by the employer along with original records to ensure that no payments is based on forged/fabricated documents for revision of pension on higher wages from 16/11/1995 or the date on which salary exceeded the ceiling limit showing the details of higher wage on which PF contribution was remitted. EPFO has further directed the field offices to ensure the authenticity of the documents submitted by the employer and also the eligibility of the concerned member before revising pension on higher wages. Note: These directions are in respect to the earlier Apex court decision dated 4th October 2016 on higher pension under EPS, 1995 and not recent Judgement (SLP D.9610/19) of the Hon'ble SC on higher pension under EPS,1995 and not recent Judgement (SLP D 9610/19) of the Hon'ble SC on higher pension pertaining to Employees Pension (Amendment),scheme 2014 wherein the EPFO has filed a review petition under Apex Court

Circular On TDS For Payment Of Provident Fund
EPFO vide circular No. WSU/6(1)2019/TDS draws attention to all Addl. CPFC of Zones and all regional P.F commissioners/OIC of regional office that accumulated balance due and payable to the employee is not liable for TDS under Section 192A of Income Tax Act, 1961 on the situations that a) if he has rendered continuous service with his employer for a period of five years or more or b) if he though he has not rendered such continuous service, the service has been terminated by reason of i) the employees ill health or ii) by the contraction or discontinuance of the employers business or iii) or other cause beyond the control of employee or c) if on cessation of his employment the employee obtains employment with any other employer to the extent amount of such accumulated balance is transferred to his individual account in any recognised provident fund maintained by other such employer. The period of continuous services is counted for the purpose mentioned above under (a) & (b) above

Additional Guidelines Towards Issuance Of Health Passbooks To Beneficiaries
ESIC further to the notification no F.No.Z-11/12/8/2018-PR launching "Health Passbook" for ESI Beneficiary for their use during their visit to ESIC/ESIS Hospitals/MEUD/Modified IMP clinic/Dispensary etc has released new guidelines towards the issuance of the Health Passbook to the beneficiaries. This notification generally includes the action plan towards various regional offices on printing the health passbook along with procedures adopted after issuing the passbooks and guidelines towards distribution of the health passbook

ESIC Health Passbook For Beneficiaries
ESIC vide notification no F.No.Z-11/12/8/2018-PR has launched "Health Passbook" for ESI Beneficiary for their use during their visit to ESIC/ESIS Hospitals/MEUD/Modified IMP clinic/Dispensary etc. The Health Passbook is a small booklet containing 100 leaflets with a system generated beneficiary credentials affixed on it. The Health Passbook may be made available by the Regional Office to the SRO(S) Hospitals(S), Branch Office, DCBO of the region for onward distribution to Insured Person (IPs)/Beneficiaries through their Employer
